From Voyage Century Online Wiki

There are 17 skills available to players in Voyage Century. Each skill has two phases. In the first phase, a skill will be capped at level 31. There is no limit to the amount of phase one skills a player can have. After reaching level 31 in a skill, it must be promoted to phase two before you will be allowed to gain further levels in the skill. A player may have up to 8 phase two skills. All new characters start with the Voyage skill already at phase two. Promoting a skill to phase two is free with the exception of your final skill, which will cost five million silver.
